During single-tracking, crossover moves are aided by "employees in charge of switches" (or flagmen). There is a flagman (typically a Conductor called off of the extra board) located at the crossovers at either end of a stretch of single tracking. The dispatcher authorizes train movements, and the flagmen line their crossovers appropriately and authorize the trains into the limits.
